Horrifying video footage shows it appear to touch down normally, before veering off the runway with a bump, and crashing into a building reported to be a sewage treatment plant.
All passengers and the two cabin attendants exited the plane despite ‘jostling’ to flee the burning aircraft.
One pilot Vladimir Kolomin and a technician Oleg Bardanov in the cockpit were killed by the impact with the building.
Both were aged 57.
The plane was flying from regional capital Ulan-Ude to the city of Irkutsk via Nizhneangarsk.
One video filmed by a passenger records screams as the An-24 smashes into the building after coming off the tarmac onto grass.

Contrary to earlier reports co-pilot Sergey Sazonov survived as did stewardess Elena Laputskaya .
Several children were among those to escaped the burning flame including one baby, according to survivors.
Minutes after the crash, the passenger cabin was entirely gutted.
A spokesman for the regional government said: ‘A passenger plane conducted an emergency landing.
‘As a result, two pilots died. The passengers are alive.’
The approach and touch down during the emergency landing seems normal.
But the pilot appears unable to slow the plane and it suddenly veers off the runway.

The plane veered off the runway, bumped, went around 100 metres on grass and crashed and caught fire, he said.
‘Then we started pulling people out,’ he said.
‘First we jostled. It was was already hot…smoke and flames.
‘Those who first got out, they began to help the others.
‘We began to climb out one by one.
‘I got scratched and bruised my pelvis.’
There were no cabin crew to help - possibly because the stewardess was injured.
